Job OverviewThe Human Resources Specialist provides support for all functional areas of Human Resources, including both clerical and specialist duties. Work involves recruitment functions (for staff and volunteers), recordkeeping and reporting, benefit plan administration, and general support for HR programs and activities.
PAY RATE: $20.69/hour – Non-exempt status

SCHEDULE: Full-time, 40 hours/week. Schedule includes weekday, daytime hours (Monday through Friday).
RequirementsHigh School Diploma/GED. Strong computer skills, with proficiency in Google Workspace and Microsoft Office (particularly Word, Excel, and Publisher). Strong business writing, grammatical, and proofreading skills. Strong interpersonal skills, with ability to handle confidential, sensitive situations in tactful, professional manner. Will consider other combinations of education and experience that provide the required knowledge and skills.
Preferred: Public Sector experience. Web base Tyler Technologies ERP experience a plus. One year of direct experience in human resources administration (including recruitment, personnel recordkeeping, HRIS maintenance, and/or employee benefits). Familiarity with employment laws and regulations.
Job Responsibilities
- Performs Recruitment and Orientation tasks for Staff and Volunteers. Drafts letters, job postings, advertisem*nts, correspondence, skills testing materials, etc. Posts open positions. Maintains applicant databases. Screens incoming applications, conducts telephone interviews, schedules skills testing and interviews, and administers skills tests. Checks applicants’ references and coordinates background screening. Conducts orientations. Organizes, files, and maintains recruitment records. Maintains and updates Job Descriptions.
- Performs Recordkeeping & Reporting Tasks. Maintains accurate records of employees and volunteers; files documentation; enters, retrieves, and updates data in electronic database. Generates reports; creates spreadsheets; researches and compiles data; runs queries; assists in analyzing data; reports HR activity to agencies. Compiles and maintains data for various projects. Maintains records of HR legal postings. Updates HR forms, job descriptions, organizational charts, and other documents.
- Performs Benefits Administration Tasks. Assists supervisor regarding workers compensation (safety) incidents. Processes benefit plan enrollments/changes. Enters enrollment data into spreadsheets, payroll system, vendor websites, and/or online portals. Interacts with plan administrators. Answers questions about benefits. Coordinates open enrollment activities. Researches, calculates, and communicates information regarding paid leave benefits. Assists in coordinating absences under the Family & Medical Leave Act; prepares and processes FMLA forms; maintains FMLA tracking logs; discusses leave requirements and options with employees. Prepares, maintains, and distributes correspondence, forms, flyers, and communication materials.
- Other Duties. Maintains and distributes performance evaluation schedules. Performs clerical tasks such as drafting correspondence, entering data, compiling packets, copying, filing, faxing, shredding, etc.; updates/files HR reference materials. Answers basic policy/procedures questions as directed. Assists other members of Support Services depending on departmental priorities; provides backup support relating to Board meetings, HQ front doorbell coverage, library mail, or other tasks when needed. Maintains the confidentiality of all personnel-related information and records. Exercises discretion and judgment in all work activities. Keeps supervisor appropriately informed of HR issues. Provides quality service to internal and external customers and maintains cooperative relationships. Conveys a positive and professional image to internal and external customers. Communicates effectively in written and oral form.

Requires long periods of sitting at a desk; intermittent periods of standing, bending, stooping, lifting light items, filing in lateral & vertical file cabinets (involves pulling, pushing, reaching motions). Works at a computer, requiring high degree of manual dexterity & repetitive hand movement. Involves regular lifting of light objects (e.g. reams of paper, boxes of supplies, employee files).
